ISEEU parificato certificate

If you are:

  • a foreign citizen not residing in Italy, with income earned abroad and/or a household residing abroad;
  • a foreign citizen residing in Italy, you're not an independent student and you have a household residing abroad and income earned abroad;
  • an Italian citizen residing abroad, with a household that earns income and owns assets abroad;
  • an Italian citizen residing abroad and registered with AIRE;

you cannot certify your economic situation through the ISEEU certificate issued by INPS, except for income and assets held in Italy.

You are therefore required to request an ISEEU parificato certificate at the CAF CISL office, located at Via Carnovali 88/A – Bergamo.

The deadline to apply for the ISEEU parificato certificate is 15th December 2026; in this case, the ISEEU parificato certificate will be valid for calculating the regional tax and the all-inclusive contribution fee.

Important: if the ISEEU parificato certificate is not provided at the time of enrollment or renewal of enrollment, the maximum amount of regional tax € 190.00 will be charged.

It is therefore advisable to request the equivalent ISEEU before enrollment or renewal of enrollment.

If a student renews enrollment or enrolls without having requested the equivalent ISEEU certificate, they may still request it by 15th December 2026. In this case, the University will obtain it directly by the CAF and recalculate the regional tax.

ISEEU parificato certificates requested within the deadline will be sent directly

For the calculation of the regional tax, the ISEEU pari must be requested by 15th December 2026; in this case, the equivalent ISEEU will also be valid for calculating the all-inclusive university contribution fee.

Important: if the equivalent ISEEU certificate is not provided at the time of enrollment or renewal of enrollment, the maximum amount of € 190.00 will be charged.

It is therefore advisable to request the equivalent ISEEU before enrollment or renewal of enrollment.

If you reside in Italy and meet both of the following requirements:

  • you have lived, for at least two years prior to the date of the ISEEU request, in a residence different from that of your family of origin, in accommodation not owned by any member of that family;
  • you have an adequate income capacity, equal to €9,000.00 per year from employment or equivalent income (or self-employment income), officially declared for tax purposes in 2024 and 2025;

you are considered an independent student. You may therefore apply for the ISEEU through INPS without your household that reside abroad. 

If you do not meet both requirements, you must also provide documentation relating to your household residing abroad and therefore apply for the ISEEU parificato certificate.

If you are a student with dual citizenship, Italian and foreign, not independent and with a household residing abroad, you will be required to submit the ISEEU parificato certificate.

The deadline to apply for the ISEEU parificato certificate is 15th December 2026; in this case, the ISEEU parificato certificate will be valid for calculating the regional tax and the all-inclusive contribution fee.

Students who have been granted a political refugee status will only have to provide an ISEEU certificate related to their income/assets in Italy, if any, but must send a copy of the political refugee status certification by Ticket to Tax Office.

The deadline to apply for the ISEEU parificato certificate is 15th December 2026; in this case, the ISEEU parificato certificate will be valid for calculating the regional tax and the all-inclusive contribution fee.

In order to obtain ISEEU parificato certificate students with income produced abroad must contact CAF CISL via Carnovali 88/A – Bergamo, by registering their email adress and opening a ticket for the ISEEU request at the link:

and selecting “Università di Bergamo” in the relevant field.

For obtaining the ISEEU parificato it is necessary to present the following documentation issued by the competent authorities of the Country in which the income is produced and translated into Italian by the Italian diplomatic authorities having jurisdiction on the territory, CAF office will accept only original documents issued in year 2026:

  • Identity card (if EU countries) or passport;
  • Student number (matricula), only for students already enrolled at University of Bergamo;
  • Fiscal code (students who haven’t received it yet, will provide it to CAF later, as soon as they will be assigned one).
  • Incomes and properties in Italy:

- for bank accounts and deposits: balance at 31st December 2025 and the average balance of 2025 (or the bank statement with all year’s transactions to permit us to calculate average balance);

- CU relevant to any scholarships received in 2025 (received by e-mail in March 2026 from [email protected]).

  • Certification of composition of the foreign family unit: WARNING: household means all the people living in the same house with the student (e.g.: parents + siblings + other people living in the same house). In case of separated or divorced parents, the applicant belongs to the household of the parent receiving child maintenance for the student. In the case of parents who are not legally separated or divorced, the household of the applicant will be assessed together with the combined households of both parents.
  • House rental: If the family rents a house, the student should provide a copy of the current rental agreement indicating how much is paid monthly.
  • Incomes for the solar year 2025 of each member of the family: the document must clearly state that the income refers to the solar year 2024.
  • Family properties:

- purchase price or market value for properties owned by the family (building and land) at 31st December 2025;

- in case of a mortgage on the house (or other property), the student should provide a copy of the mortgage statement indicating the remaining amount at 31st December 2025 to be paid to the financial institution that provided the loan.

  • Assets owned by the members of the family on 31st December 2025 (bank accounts, securities, dividends, shareholdings, fractions of the net assets of any companies owned, etc.):

- for bank accounts and deposits: balance at 31st December 2025 and the average balance of 2025 (or the bank statement with all year’s transactions to permit us to calculate average balance);

- personal estate of the family owned at 31st December 2025 (assets, dividends, etc.).

In case of absence of property/ income / assets for some family member you need a declaration confirming this condition.

For international students coming from the following “particularly poor and developing countries”, as listed in Ministerial Decree MUR No. 176 of 24 February 2026:

Afghanistan, Angola, Bangladesh, Benin, Burkina Faso, Burundi, Cambodia, Central African Republic, Chad, Comoros, Democratic People’s Republic of Korea, Democratic Republic of the Congo, Djibouti, Eritrea, Ethiopia, Gambia, Guinea, Guinea-Bissau, Haiti, Kiribati, Lao People’s Democratic Republic, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Myanmar, Nepal, Niger, Rwanda, Senegal, Sierra Leone, Solomon Islands, Somalia, South Sudan, Sudan, Syrian Arab Republic, Tanzania, Timor-Leste, Togo, Tuvalu, Uganda, Yemen, Zambia.

The ISEEU parificato cartificate for the 2026–2027 academic year can be requested by submitting a certificate issued by the Italian Representation in the country of origin, confirming that the student does not belong to a family known to have a high income or a high social status.

Students who do not apply for the ISEEU parificato certificate by 15th December 2026 will be automatically placed in the highest bracket of contribution (BRACKET H).

In this case students may request a recalculation of the all-inclusive tuition fee by submitting an equivalent ISEEU certificate requested in 2027 (based on income and assets for 2026) by 17th May 2027.

In this case, a penalty fee of € 100.00 will be applied.

However, it will not be possible to request a recalculation of the regional tax by submitting an ISEEU certificate requested in 2027.

Late equivalent ISEEU certificates will not be automatically acquired and must be sent via a ticket to the Tax Office.

After the deadline of 17th May 2027, it will no longer be possible to submit a late ISEEU parificato certificate for the 2026–2027 academic year.
